Bungie made you buy them? They were originally meant for new players buying TTK but the community whined to the point they gave in and sold them separately.

Made as in, you can only get them if you purchase. And Bungie did not say "oh by the way they are capped at year 1 light levels" before purchasing and having to find out yourself. Mass majority bought without knowing.

I still don't see how they made you buy those items. I think you mean you wanted those items so bought them. I agree with you though that bungie probably should mention somewhere that those class items are locked at 170. But then again there's no real reason to use one other than cosmetics which if you look at all the other cosmetics in game (masks) then this falls right in line with that.
