I just waited for the one to respawn by Skywatch. Didn't take too terribly long, except when some other Guardian came along and started doing the same thing. Then it was a sniper race (I won!)

Same, but I hop on the back lamp post on the left side of the street. And they spawn as soon as they are ready. No moving required. =)

First I was on the cliff on the side of the mountain, but that was a fame of waiting for him to be in the right spot. So then I was sitting on the box outside the little Hut.
