So does that mean she isn't dead? Cause I'm pretty sure she died.

Pretty sure this was a hidden thing in the latest patch. Konami was quoting Quiet on twitter last week or something and hinted at it. I still think she is dead though because this technically isn't canon but just a easter egg for people that miss her. It really works.
