You needed to meet the requirements of being level 30 and purchase the expansion.

No, if you owned the expansion packs you were eligible. You only needed to do one of those.

You weren't eligible if you never installed and logged in during those times.

The requirements don't say that. They just say that you need to own them. Go look for yourself.

No but if you never installed the expansions and logged in the server doesn't know you owned them. That's how Bungie verified at the time.
