It's actually been found out that it's not bugged, the RoF is just very minimal that you save a handful of frames. I originally thought it was bugged too

Wow, if thats the case they need to increase the effect. Otherwise its just a legendary that takes up an exotic slot

They have to be careful with increasing the RoF on it though, or else it could become a bit to powerful, but I'm up for it being just a tiny bit faster to save a couple more frames

(Shugs) the Warlock scout rifle has a VERY noticeable boost to fire rate when its perk is active. Along with a very noticeable boost to ready speed, reload speed, sight speed, literally EVERYTHING about the weapon. Its all there, and its WAY too fast to not notice. Whats more, this perk is 100% constant while their super is charged. And its a scout rifle, so it can reach a long way and has a massive power footprint. By comparison, the Fabian Strategy might as well not even be an exotic at all. Its perk is only active while the Titan is within ...an unknown distance, because the perk has no activation notice and the benefits are all so small that you have to look for them to ...maybe see... them? The stability and reload speed [i]might[/i] be there, but if they are they are WAY too small to be the unique exotic perk of a weapon. And the rate of fire buff is either completely absent entirely or so ridiculously minor that, as you said, it can't even be seen with the naked eye. Both answers are a failure. I hope that its broken, and that Bungie will fix it. Soon. Because if this is the way that the only Titan exotic weapon was meant to operate, then Bungie seriously screwed the Titans over.

I dont expect it be to AE or doctor nope RoF but somewhere in between and noticeable would be perfect.

As of right now it's base 88 RoF, let's say the perk takes it to 90, then maybe 92 or 93 could be where it needs to be, if it's already there, then 95. I can't imagine it's actually the high already though. Only 6 impact difference between the 88 and 100 variants, 94 is technically half I guess. The lead crucible guy said that it's an auto rifle where as long as you're starting the engagement about the same time as them, Fabian will slightly outshoot other autos all the time, which I believe. I don't think it'd hurt to bump it just a tad

Yeah, i was thinking somewhere around 92/93. The real issue it has is it just doesnt feel like anything special and takes an exotic slot.

Ya' know you're probably onto something here. Perception might be making more of this than reality. What if there was a more noticeable effect when the perk procced? For example if the muzzle flash got a little larger, changed color to red, and the sound became deeper? By contrast something like the Zhalo has a [i]very[/i] clear animation effect when it's arc effect procs and electricity jumps among a cluster of enemies. That way the player using it will have a more direct form of feedback that the gun is doing something special.

As of right now the bonus to handling and stability is almost worth it, but just not quite
