Absolutely.
Its a massively disappointing exotic weapon.
The Hunters get a headshot murder machine, the Warlocks get a space magic murder machine, and the Titans get a close range ...well its an auto rifle I guess.
Its exotic perk doesn't work, even on those special occasions when it happens to be active.
It has those awesome looking ballistic plates mounted to the front of it. But just like the rest of the 200+ pounds of bullet proof heavy armor the Titans wear, that shield serves no purpose whatsoever aside from to hinder its wielder.
Somehow all that armor still slows Titans down, giving them the lowest mobility of any class. And the Ballistic shield still impedes the visibility of the sight picture. But neither protective measure offers any defense whatsoever. A Warlock in a bathrobe is able to stop just as many bullets.
The Fabian Strategy seriously needs to be improved. Its one of the worst exotics in the game, and it is without question the most disappointing one. It just doesn't at all measure up to other exotics (especially when compared to the other class exotic weapons), and is not worth its exotic slot.
The perk actually needs to function as described to give the weapon a purpose in the form of superior close quarters fighting, or it needs a new exotic perk.
A great thing to do would be to let those armor plates actually do something: damage resistance or extra armor, or less splash damage, or a modified version of the Guerrilla Fighter perk that activates while ADS.
Something -ANYTHING. Because right now its an exotic with no exotic perk, no niche, and no point.

Great post. I recommend creating a new post entirely from this. I would love to really use this weapon but without that perk, it's worse overall than a Righteous VII (New Monarchy auto) so there's no point in using it right now.

I love the way it looks, and I like the way it sounds too. It hits reasonably hard enough and the Crowd Control/ Life Support combo is a formidable force in PVE. Plus its fun to use, its fun to look at the enemy from behind those armor plates and chop them down one after another, every time they get close to taking me out, the weapon saves me and I start healing. I never have to take cover, and I feel like a tank! I [i]feel[/i] like I am actually wearing tons of armor and am very difficult to kill. Cover?? That's for the one's I protect: the Hunters and the Warlocks. Its a fun weapon to use, and it works well for most content. However, none of that can make up for the fact that the Front Lines perk does nothing. An exotic weapon needs to have its exotic perk, there's no way around that.
