Hmmm. Not sure if this is the case in my experience, I know the perk works as I've seen it trigger enough but I'm not sure if I've noticed this. Time to do some testing

They might have patched it, the forum post and video were from June of this year. Would hope they would've patched it, and I'm sure this was. Just never had a weapon with it and saw some interesting stuff on it and was curious.
