Well, it is random with what you get out of them. My advice is to just purchase 2-3 engrams. If you don't get it, stop. Try again next time.

1.0 JuJu was an RnG bounty (quest)... The only way to get them now is Legacy Engrams. TTK JuJu [i]might[/i] drop with ToCs... but I haven't seen one yet.
