Why don't we speak Russian or at least have one or two npcs with that accent...

I think its mostly because the American company of Bungie has a lot easier time getting English voice talents, and because the primary demographic of English speakers can better identify with European/American ethnicities. It doesn't make a whole lot of sense to have Shaxx's British accent and somehow not have Russian or others
