I think itd be better to make it an item that allows you to bring a Year one weapon/armor to Year two. Etheric light is only obtained in year one, so this makes it a double win for allowing the player to play the other half of the game thats become useless since TTK. On top of it all it expands the variety of players in gear.

Bungie isn't ever bringing Y1 gear into Y2, thank god. Looking back at it now, this was a great choice for balancing.

Why is it bad? It lets you use any old raid or vendor set again. I mean if weapon balance is the issue then make it only work for armor

Well we're at it, let's bring back Gjallarhorn, buff it, and make thorn a one shot kill. The last word will have no recoil or damage falloff, and a scope. Blade dancers are invincible, with no blink cool down. Gunslingers have rapid fire and infinite shots. Titans hit the whole map with Fist of Havoc. While wearing the ram, you're invincible.
