I still get them from doing bounties from Petra in the Reef. I believe I also got one when I leveled up her reputation recently.
Admittedly, I often forget to even visit the Reef. It is kind of a ghost town now. So sad.

I always tend to visit the Reef to buy Heavy ammo Synths for Ether Seeds + 250 Glimmer. Cheaper than the 950 Glimmer cost in Tower. As to the OP's question, yeah its Petra's bounties and small, free chests at end of PoE that they can be found.

Thank you! I will visit the reef tonight, it's been a long time.. & i will collect the ghosts that are laying around there while im at it.
