I did paradox and handed in praedyth's ghost the last time it was daily a few days ago and last night at reset I got the quest. I was already pledged to fwc before I did paradox and I was only level 1, but still got the quest. Just had to punch 1000xp in and then the rest. I don't know if you have to pledge to fwc to trigger the quest or not. I do know that f you glitched into the vault before paradox was daily to get the ghost it can break the quest
