imho, there were too many elemental primaries in year one - they became the go-to weapons for every encounter in PvE and no one used anything else. enemy shields became mostly inconsequential as they became so easy and consequence-free to take down.
there still ought to be an exotic primary with each element (ie, zhalo), but you should be forced to make to use an exotic slot to do so.
the Match Game modifier does help balance out elemental primaries, but it's used so infrequently that it doesn't really come into account for overall game balance.
and while the raid weapons do generally seem uninspiring, they do come with something that other weapons do not: higher light. even if you don't want to use the gun itself, drops of those weapons still have value.

Agree overall. They should add exotic primaries for each element. We've already got Supercell for Arc, now we just need a new one for Void and Solar. And they should go back and add Void to year 2 Bad Juju, Solar for year 2 Suros and Arc for Hard Light. Then we'd have plenty of primary burn options, balanced by the need to use your exotic slot to get it.

This I wouldn't mind either. That would (should anyway) satisfy Bungie's obsession with forcing us to make hard choices (I love my Bolt-Caster) by making us use up the exotic slot. It would also open up a cool dynamic to those who either don't have time or a group with which to do hard mode.

Agreed. I'd like to go through the normal raid a few times just experience it. I'm less concerned with doing it to raise my light level just to do it over again in hard. Not if there isn't a significantly better reward involved. (Another 10 points to my Light Score isn't enough for me.)
