Im putting my bets on that it is for the next Kings Fall raid difficulty.
It has already been announced that there will be 3 difficulties so who knows about who he is.
He is probably another boss.
Edit: He is 28 PoE cabal boss. I just checked.

It's a regular Cabal, though. Not a Taken Cabal. Taken bosses are at the bottom of the Taken section of Enemies. Valus Aru'un is the last card in the Cabal Commander section. Would a regular boss that's [b]not[/b] Hive really have its own fight in the raid?
