Pretty sure the exclusive console comes with the legendary edition let me check my box
EDIT - I stand corrected it does include the Collector's Edition items but you have to REDEEM THE CODE inside the game packaging or you won't get it.

I have redeemed all coses that came in the package. I waited to see if they would get it corrected but it still not.

Which codes came with the package? If you redeemed them they should be showing in either your PlayStation or Microsoft account when you look at Destiny (before loading in). You may have to restore the licenses by download the license from the PSN/XLIVE for them to show (or download the licenses for the first time if you have not done so). Inside your case there should be a flyer that says "Destiny: The Taken King" and on the back in fine print at the top it should say "Use the promotional code below to access The Taken King, The Dark Below and The House Of Wolves, Weapons Pack, and The Digital Collectors Edition Upgrade". Once you redeem that code, it adds the licenses to your PSN/XLIVE account which need downloaded and installed (when you are NOT in Destiny). Then the items will be there the next time you actually log in. They will either be at the post master OR they may be at the individual kiosks (emotes kiosk, exotic armor kiosk, shader kiosk). Check there as well.

If your packaged was missing promised content, contact your retailer. Tell them the purchase did not contain all content, and see what they can do.
