It's the same for me. Only the stats change not the perks. I wasted 9 before I realised, as the twist fate window is always covering the perks as you activate it, I hadn't noticed it wasn't working.
On a side note this exotic isn't in the exotic armoury as a year two item either. (That was the next place I went to see if the stock perks from there were better)

It is very good if you understand how the energy siphon/ energy drain portion of the signature perk work. Most don't. It gives you The Hunger subclass perk for free essentially, which is excellent now.
