Anytime you log onto the game and there's an update you should come to Bungie.net and read the big thing that either says "Weekly Update" or "Hot Fix" and it'll always tell you what the update was. In the last update the Quiver was disable until a future patch due to people exploiting a glitch in the Iron Banner with it.
