Did you run vanguard strikes from the playlist for these, or simply load the strike itself (over and over again)?
I've had zero luck dropping any exclusives on playlist versions of the strike.

I got Taniks by running the initial strike over and over. Arc flayer dropped last night I. The nightfall for me.

I ran Taniks 174 times for the cloak. #worth

Thanks. I definitely want the Tankis and Flayer cloaks so I will try the dedicated strike as the playlists don't bring those strikes up often enough, and the vanguard streaker bonus hasn't improved my drop rate, as I've never had a single exclusive drop from a strike
