My PoV on this is that, since Osiris says Guardians cannot be simulated, the Light cannot be simulated. Meaning Rasputin could have inferred the Traveler was going to leave when, in reality, she wasn't. It could also have been a move to knock back the Darkness by releasing a large amount of Light
