Have to wait till the mission appears on earth again. You do not need a specific gunsmith level just have to had turned in all 4 rifles to the gunsmith

It's not a quest , it's a random mission that appears on earth but bungie said it won't show for a while so I would just check everyday after what reset time for you would be to see if it appears on earth. And if it does , first mission run through all adds all the way to the top then kill witches

There is no quest line to start it. Just check the Earth map for a new mission. I don't know when it will show up again.
