That's counterbalance

No, counter balance makes recoil much easier to control by reducing the sway Rodeo makes it easier to predict by making it completely vertical

Use a Häke pulse rifle w/wo rodeo and counterbalance You'll see what i mean

I have one with just counterbalance and it has absolutely no horizontal recoil when it had significant amounts of horizontal recoil before unlocking the perk. Counterbalance gives you only vertical recoil. Rodeo seems to do nothing.
