Bungie made an "oops" and had it set at 310...people got spoiled with it, and now feel entitled to better gear, or an easier mission to get it.
1. it's not THAT hard.
2. You still get a FREE exotic for simply completing it..
3. You can infuse into it, so it's not a big issue. It still deals massive damage.

It's not free, it's a reward for completing the mission, wether it's easy or not.
