It was a ploy. its not real.
Even if it is real. its gonna be shit. bungie loves doing that to people that like something in the game. look at the strangers rifle. everyone loved it. bitched that we couldnt upgrade it to legendary. they finnally upgrade it to legendary. OH slap in the face. year one max.

even if they just bumped the level of the strangers rifle to year two it would still be a wrecking machine with out the proposed exotic perks
