Only in public if the person chooses to wear it in public, which isn't always the case. But yes, this one is more geared towards regular wear since the ring a leash would be attached to is removable, so the collar itself could just seem like an odd piece of jewelry.

I never really understood BDSM. I always think of chains and whips and leather masks.

There are many, many variants of relationships and practices that fall under that broad acronym. Sometimes those things are used, but it's not always necessary.
