Yeah kinda. Just think of the possibilities of new raid mechanic that would utilise the subclass. Obviously healing amounts wouldn't be so great that they'd make people invincible in pvp but just enough for it to be useful in certain situations and feel special, like with the right perks on being able heal your team while they're being stormtranced ;) potentially shutting down a super
