Guerilla Fighter. Take cover and crouch and your weapon becomes way more accurate and hits harder. Kinda cool when you have a control point and people are rushing in.

Is it really that big of a buff?

yeah. if you have that perk and any stability perk it makes the gun fire like nobodies business. also the added armor factor is nice since in crucible i usually run 100% agility
