Hi JuiceBlue,
The expected behavior for PlayStation patches is that is will display the total patch size as 18 GB. This is because of the way PlayStation appends new patches onto previous ones, but will only actually download the new patch after establishing that the previous patches are already installed.
However, we are aware of reports that some players are being required to download the entire 18 GB again. We are actively investigating this issue. If you encounter this problem, we apologize for the inconvenience, but recommend that you go ahead with the download

So, I deleted destiny off my system and reinstalled everything including the full 18gb update. Upon restarting my system, it is still asking for the full 18gb again. At around 99% it then says update cannot be installed - try again. At an hour a time I'm not inclined to keep trying again.
