What console are you using? All DLC shares on same console on PlayStation 4. I have 4 roommates that play on my PlayStation and they have full access to all DLC and they even got the collectors edition items. I am very sorry it's not working for you.

Xbox 360 does not support game sharing. You have to do some stupid trick to get it to work. Even if they fixed it I'm done.
