Well, Oryx planned to pretty much take over the solar system with his Taken army, right? Well to get to Earth you need to get past Rasputin, so he'd need to use the already present Hive forces to break in to the Rasputin bunker and disable something of some sort to enable him to Take things on Earth. S.A.B.E.R. would've used this weakness to break in, too. (This was probably Omnigul's job)
