Have you checked out the Vanguard Quartermaster near the Shipwright? The Suros pack is uncommon, unfortunately, not legendary or even rare.
And as for the shader, have you checked your shader kiosk?

Yes and yes. I have the vanguard greens with 160 attack but no shader nor emblem. The postmaster never had them and I've turned both kiosks upside down to no avail. I've noticed in the add-ons section of the game is lacking the suros pack. It's like it just skipped over it entirely during the first night downloads.
