I think artifacts are awesome however, I wish you could spin it around like a 3D model.

Back on topic. You may be able to get a 310 artifact from court / engram after decrypting the engram with a 305-310 character light level.

Maybe but it must be rare, the highest blue item I've gotten was 300, don't even think they can go past 300.
