I believe you get a quest once you complete all the Taken war quests. The artifact quest will basically tell you to kill the raid bosses and it gives you the raid shader and artifact from your choice of 2.

You do not have to do Petra's so don't waste your time unless you want the Boolean Gemini.

If you're still confused, 1) complete quest "Taken Wars: Venus" 2) complete quest "Taken Wars: Earth" 3) Complete quest "Taken Wars: Mars" 4) After those quests, receive and complete quest "Road to King's Fall" which will have you beat Warpriest Golgoroth and Oryx. Then you'll get the artifact :p
