Always been this way though. I think it should definitely more closely match but not outright.

Yeah but they really think that people love the RNG of Destiny. Considering there is no trading it will not hurt the game to change the drops a little. Also a way to get people to grind more would be to make the rolls different on all gear. Make it interesting and let gear have a chance or rolling with three perks or have three stats you know. That way people may have the same look but they have different capabilities.
