Not even, they took it further & are selling a shot at the top tier weapons via those supply packs.

wait are you talking about cod or destiny? I haven't played cod since ghosts so Im not sure how what they sell now.

CoD CoD used to just do random skins/colors/emblems/pictures on your weapon sight but now they outright sell "supply packages" that will give you random items. Which may or may not be some of the best weapons in the game.
