Hes saying that it should be double damage if you have a higher k/d. Thats just an absurd thought.

No what he's saying is that the final round DOES double damage. And that to balance it it should only proc when your k/d is higher than theirs. Which both are wrong and stupid.

Found it: Wait till Trials when players start dumping their clip to get unlimited super fast double damage shots with Touch of Malice. He definitely says ToM does double damage.

I was pretty sure he was talking about ToM and comparing it to how they nerfed final round and saying this is the new final round. But now I cant see the OP. Meh well.
