You can get those from legacy engrams or from the big chest in [b]any[/b] PoE (28, 32, 34, 35)

So example, I do 34, and I open a small and big chest, then it will drop? So elder chipers are no longer obtainable?

Elder ciphers were removed as of update 2.0 Remember the big chest requires a Key so make sure you have a few to spare

You are not guaranteed anything. It's all subjected to RNG. You may get it on your first key or on your tenth key.

Any PoE, and it's a random large chest reward.
