Acording to KackisHD from YouTube, in the part 4:20 to 5:10 he saids that is not required to complete The Wolves of Mars in order to get the weapon, however he uploaded his video prior to 2.0.0.5 patch so I'm unsure.

Don't believe everything you see or hear online. After you kill the rebirth of Sepkis Prime on the final Varik's special Mars mission, return to The Reef, complete the Quest with Varik's, then talk to Petra who should have the weapon ready.

Unfortunately he is wrong I have personally proved this quest is required I deliberately did not complete it on my last Toon handed in lost and found then completed the wolves and got the gun immediatly
