It sounds like it will lose America money. Let the people decide whether it is in the people's interest.

America is already losing money...

It will definitely lose America money. Problem is a good majority of the GOP is in support of it (ironically supporting Obama on this one), a sizable chunk of the Democrats are supporting it too, and with Fast Track; it could pass under our noses and we'd be none the wiser
