They are only available to the account that they were purchased on. You can see them as you are on the same console but you can't use them as your account does not have access to them.

Have you entered the codes on the Bungie website and logged into the game with the same account? You might need to check your profile as you are using consoles from the different manufacturers and your characters do not cross over. You will have ones for Microsoft and ones for Sony. They are still tied to the account that has redeemed them. As long as you are using that account then they should be there for you.

That's the problem. I've put all those codes in back in November of last year. I didn't have a problem getting the items on the Xbox, but I can't access them on the ps4.
