No one is getting banned. You're just locked out of content that either involves a TTK map rotation. Or where Quests/Story take place. It's just like when all other DLC's came out
Let me guess though.. OP is a person who walks into Burger King. Places an order and expects to sit down and eat it for free since he/she has payed in the past...

I actually am not one of those guys. If I pay for a burger I end up getting what I paid for. With Destiny it's like buying a burger. They remove everything except the buns and then ask for more money to have everything that's supposed to be on the burger added
