I'm a mega fallout fan but I have to give this one to the cabal. Think about it. In Fallout 3, The BoS were losing a war with the super mutants. Super mutants are stupid, can't breed, and their weaponry is no more than makeshift. In Fallout New Vegas, the BoS also lost to the NCR, and was forced to retreat. NCR and Super Mutants are no where as advanced as the cabal. Their weapons are better, armor, and they have ships and jetpacks. Let's just be logical.
