Bungie is looking into the issues with Microsoft. Only other Advice MS has given is wait a few hours and try again....

If you don't mind my asking, where did you find that? Bungie has been looking into a lot of errors recently so I just want to make sure it's the same error.

There's been a number of threads in the Help section here that have been having the issue however since this area is used so much posts tend to get buried. Its likely that particular thread has probably been buried by now so you may need to dig through a few pages of the Help forum.
