The 20 shards doesn't guarantee a drop. It only increases your chances of drop. You lose the 20 whether you get rewarded or not (just like the 3 of coins)

Read the description. "Extra rewards WILL be granted when defeating Oryx in the kings fall raid with at least 20 of these"

Everyone knows with the description says. However the behavior of the shards clearly indicates you only get a chance. Bungie would never give us guaranteed loot with only 20 shards you can get something like 18 out of one raid

Moldering shards are a lot drop too. So shards can drop for that extra slot
