Personally I found it to be the best way to level up light. After running 4-5 strikes I usually end up at the tower with whole stack of rare engrams, a handful of legandarys and a Exotic (if I'm using TOC).
If you do the engrams one by one and just equip anything stronger straight away to boost your Light it'll increases the max light level that the next engram can produce, then go back and infuse/dismantle as needed.

So if i get 2 primary rare engrams, i decode one and if its a higher level than my current gear i just equip it before decoding the next?

That's the trick I've been using. From what I've read your light level affects your engrams, higher light level = higher the decrypted engrams armour/damage.
