if the scout rifle you are talking about is Treads upon stars it is not unique to Valus Ta'aurc but it is unique to cabal strikes so you can get it from any cabal strike, shield strike, Dust palace,

Agreed he should've dropped a heavy lmg that was skinned like his heavy slug thrower. Maybe they're saving it for a cabal raid dlc?
