You were under the wrong impression.
Bungie never said or implied that. All that was said was you were more likely to get an exotic you didn't have.
And while I don't have the interview in front of me for some reason I remember it being a quote directed to legacy engrams anyhow.

I think Bungie screwed up and made it so you are more likely to get an exotic you already have. In my case exotic engrams have decrypted into a duplicate item 100% of the time. The only unique year two exotics I have came from Legendary engrams decrypting as an exotic item, a strike reward or a purchase. Any time its an exotic engram, its a duplicate. 4 Monte Carlo, 4 NoBackupPlan, 3 LightBeyondNemesis, 2 lots of other things. If I have an existing exotic in the same slot the engram is for, then it decrypts into that exotic. So I started vaulting my exotics before decrypting exotic engrams and it duplicates something in my vault. Really really annoying.

That makes sense then, just my luck haha.. Thanks

I got 6 or 7 Alpha Lupis on my titan with a Jade Rabbit in between. I got 2 Saint 14s. I got 3 Inmost Lights. I got one Suros. There's a lot of people like me. Getting a single duplicate isn't that bad.

Yea it's just surprising as it was my first exo weapon drop in something like 75 hours of playing since expantion release. Il gladly shard the 280 one then.

Might as well, for a few glimmer and a shard you can always re-buy it at 280 anyhow.
