Ok for starters, why on Earth do you have it on it's side? You're blocking out an air vent choking it essentially so the loud sound is to make up for the limited air. Secondly the reason your internet might be slow due to your modem being under or behind something, if you could put it on a desk or on top of anything with nothing blocking it's way, it will improve the speeds you have ( and you might want to get the modem a bit closer to the system )
