I agree with this in one sense.... Instead of making the class specifics exotic they should be legendary

Yes, they should, in part because the weapons match with classes (hunters have cayde-6's hand cannon, titans have a trusty auto, and warlocks have an extremely advanced scout) and also in part to encourage you to play the other classes.
