No one is in the area, or at least you don't see anybody. As you pass by the Pits, you see that rubble fills the arenas, cement and rock and snow. They are empty, abandoned by the Rosskayan crowd after Phantym's incident with one of the Tin Men. The Pits are now tragic ruins.

You see aged blood spattered brown against the rubble as you descend down into the Pits, and you see bits of human skeletons poking out from underneath the rubble.
