I've been having the same issue. Been at it for an hour and every time it completes just as I hit 100% and cannot continue.

no see mine wont even begin, the patrol beacon is no longer there

You need to be quicker best place is citadel on sparrow and even better with fireteam of 2 or 3

Done it solo and with fireteam. Same results. Mothyards and Citadel.

In solo I think it only works with others on same quest. Fireteam will cause it not to work if they don't have quest too. Let me know if you are still on the quest
